A Target Lighting Layer (TLL) is a GIS-based raster map that specifies the desired horizontal illuminance, in lux, for every location in a coverage area. TLLs translate policy intent (“crosswalks bright, neighborhoods dark-sky compliant”) into exact dimming instructions for thousands of lights. The concept is protected by US Patent 9894736B2 and supports multiple layers for different conditions such as bird migration, demand response, and community events.

A TLL maps specific illuminance targets across a coverage area: crosswalks might be set to 20 lux, major roadways to 11-18 lux, local streets to 7 lux, sidewalks to 2 lux, and building footprints to 0 lux.

What makes TLLs powerful is that multiple layers can exist for different conditions. A “Halloween TLL” raises illumination on residential streets where children are trick-or-treating.
